Second time this has happened. -> Defective, etc

I ordered a PC part on eBay, an older one, and it ended up being defective.
The first time I was "scammed" the seller sent me an item of lower specifications than the listing stated, which caused me issues.

Basically, the deliberately fucked up, so I call this a scam...I dont want to have to pay for shipping the item back to them.
Are there any alternatives?

I paid using credit and was wondering if doing a chargeback would have a negative impact on my eBay account. I refuse to pay for someone else mistakes and/or scams.

If you paid through paypal with a credit card then yes you can run into problems if you chargeback because they may close your account. If you did use paypal, and the seller won't pay for shipping back or reimburse anything then use the paypal refund form and explain in detail exactly what happened.

If you didn't use paypal to pay with your credit card, you can chargeback, but they did ship something to you which complicates things, you basically have to ship it back to them to chargeback anything because otherwise you would have the product and they would have nothing.

It does sound like you got scammed but it could be an honest mistake. Especially in these economic times, desperate people do desperate things, and you really have to watch out.
