Is BAN's sites really worth it?

I was wondering if it's actually a good idea to start a BAN's site thru Ebay Partner Network? It looks like I'd make the most thru sign-up's at $35 dollars a piece. Has anyone had any luck with Ebay Partner Network or more success with just auctions?
