Goods not delivered, seller suspended BUT I KNOW WHERE HE IS

I paid £271 for Xbox360 in June07, was never delivered, i had requested insurance. Seller had good feeback, but account is now suspended, has promised 3 times to pay refund into my account and never does it. On the rare occasions he comes to the phone he pretends to be helpful, but hardly ever comes to the phone, i have called hundreds of times. He lies about his phone number, and provides me with false contact numbers.

Here's the interesting part: HE ACCIDENTALLY LEAKED HIS WORK ADDRESS TO ME AT THE BEGINNING! I did research: he is an estate agent, in fact a senior guy in his office. I know exactly where his office is (Isle of Wight). And of course, I know his bank account details too. Of course I have all the evidence in emails too. If it hadn't been for this, he would have vanished.

Is there anything I can do here? Could i threaten to damage their business by posting about him on internet message boards? Should I contact his manager see if he can put pressure on him. Can i go to the police or county courts? My ebay rating is 100%.

ANY ADVICE GRATEFULLY RECEIVED.

If you paid through Paypal and the seller is not responsive, you can start a dispute. I had to do this when I bought an item and the seller was suspended the following day. I had no response from the seller and was awarded the funds.
