There are at least two offers promissing referrals to your site. One claims that you'll get 1000 referrals (signups, not only visitors) for $10, another one offers 50 referrals for about $5. From my experience this way of getting referrals is slow and unreliable. Advertiser (PTR/PTC site owner...) will pay his members few cents to join under you, they will register for this reason and probably wont stay as your active members.

Buying referrals and visitors to your site on ebay isn't ideal. Many visitors will be automatic bots, not even real people. The best thing do keep your members active is offer them something they won't get elsewhere.

I can't imagine those "sign ups" having any value at all. I'd steer clear of this kind of list building tactic.
