I can use other form of pay in e-bay? I don't have a paypal account ...

It depends on what methods of payment, the seller offers. Most are pretty flexible and will accept cheques or other online third payment processors such as moneybookers or nochex.

So the decision about payment method is done between a buyer and seller? Every payment methods are alowed? Is it also posible to pay with e-gold?

Yes, it is upto the buyer to decide what payment methods they accept. I've never known a seller accept e-gold, but a small minority may do.

However, a word of warning, never ever use Western Union to pay for items as it is used by a lot of scammers.

Yes, I checked above link now. PayPal is listed on first place and it is shown as a perfect payment method without the risk. This is misleading. Anyone can charge back after he paid with PayPal.

Can someone says what are general charge-back rules in PayPal?
- during which period (2 weeks, 6 weeks?)
- unverified/verified/premium/business account differences
- ebay transactions vs. general online PayPal transactions
